Making Wishes, Wao~~~~~n (願い事はワォ～～～～～ン Negai Goto wa Wao~~~~~n)? is the 23rd episode of Wonderful Pretty Cure! and is the 991st episode of the Pretty Cure franchise overall.
Summary
During an afternoon nap, Komugi dreams about a lonely wolf howling. After that, she goes out to the Star Festival and learns that Japanese wolves once lived near Animal Town.

Synopsis
One afternoon, Komugi dreams that she's standing in front of the sparkling Mirror Stone when she hears a wolf sadly howling from the mountains. She tries to see if she can help it, but no one answers. Iroha awakens Komugi from her nap and she tells Iroha about her dream, leading her to assume Komugi was dreaming about the upcoming Star Festival. After learning what the festival is, Komugi jumps in excitement.
Mayu dressed in her yukata and asks Yuki to come with her to the festival, but Yuki doesn't like huge crowds. While Mayu tries convincing her to go, Sumire overhears her. Mayu tries asking her for another yukata for a friend when Yuki announces she's the friend in question and turns into a human in front of Sumire. Mayu is shocked to see Yuki revealing her identity, but to her surprise, Sumire is fine with it. Sumire helps Yuki get dressed and gives her and Mayu makeovers before admitting to Mayu she was surprised to see the human Yuki, but she knew something special would happen when they moved to Animal Town.
The Star Festival begins and Mayu tells Satoru about everything that happened, while Yuki observes Daifuku and thinks he's not an ordinary rabbit. Then, Komugi and Iroha arrive and Satoru secretly blushes upon looking at Iroha. Mayu notices this and asks Satoru if he likes Iroha, but he gets flustered and struggles to answer before admitting that he does.
The two continue to talk in private and asks Mayu to promise to keep his feelings for Iroha a secret. Mayu thinks Satoru's feelings make sense because Iroha loves everybody. Meanwhile, he thinks Iroha likes him just as a friend anyway and doesn't want to disturb her or make things awkward. Suddenly, Iroha falls over and Satoru checks up on her. She gets back up, but sees that the strap on her sandal broke. Satoru offers to fix it and reties the knot that came undone. Throughout that time, Iroha leans on Satoru and compliments him for being so skilled. Once he finishes, he looks up and Iroha and sees her smiling at him, and his eyes widen. Iroha thanks Satoru while the others watch and Mayu gushes over how cute the two of them are together.
Next, they arrive at the Mirror Stone where there are lots of wish slips hanging on the bamboo trees. Some say that anyone who hangs a wish slip near it has a higher chance of their wish being granted. Komugi tries to come up with a wish to write down, but all the ones she mentioned already came true. Iroha wishes she would befriend all the world's animals. When Satoru writes his down, Mayu asks if it'll involve Iroha, and he panics, insisting that helping animals is more important right now.
While Komugi still thinks about her wish, they all head to the festival at the Mirror Stone's shrine where they all eat snacks, drink ramune, and have a fun time. Next, they go to the actual shrine and Komugi notices the stone sheep that line the shrine. They find one of their classmates, Karasuma, who's working the festival and says the shrine belongs to her family and that the stone sheep were erected to mourn animals who have died. She also mentions that there's another shrine in Mt. Toboe with a wolf statue, which piques Komugi's interest.
Komugi asks what "toboe" means, and Satoru explains that it means while dogs or wolves howl at each other. Then, Komugi remembers hearing some howling coming from the mountains. Karasuma explains that wolves used to live in the mountains and would often howl. Satoru adds that those wolves went extinct 100 years ago. They used to live in Animal Town until humans hunted most of them while other issues piled up, and now all the wolves are gone. Komugi is sad learning that there aren't any left, but she stills swears she's heard a howl in the mountains, but Yuki tells her it was most likely a dream.
Then, the Mirror Stone is lit up by spotlights as the group gathers around it and marvel at how beautiful it looks and hope everyone's wishes would come then. Then, Komugi hears another howl and finally decides what to wish for. Just as she's about to write it down, a Garugaru egg hatches and a giant swan Garugaru blows a gust of wind towards everyone. The Cures then transform and the Garugaru summons another gust of wind, but they stand their ground. It then flies away from the festival site and the Cures follow it.
The Cures then arrive at a starry lake and admire its beauty before finding the Garugaru perched on a roof. Wonderful thinks the Garugaru sounds like it's crying and tries reaching for it to hug it, but it smacks her away with its wing. Friendy uses Ribbon Barrier to catch Wonderful and meets up with her, where the two talk about Wonderful's wish. Meanwhile, the Garugaru attacks Nyammy, who lands on Friendy's barrier and then initiates the plan she and Lillian have come up with. She calls upon the Kirarin Fawn's power to allow her to jump towards the Garugaru and get on its back. However, it manages to throw her off and blow her away again, but Nyammy summons her Nyammy Shield to rebound off of it. The two chase each other until Nyammy stops to catch her breath. The Garugaru flies towards her when Lillian uses Lillian Net to hold it in its place, allowing Wonderful and Friendy to purify it with Friend Liberale, turning it back into the Kirarin Swan.
After the Cures de-transform, the Kirarin Swan thanks them for rescuing them and attempts to dance, but it's too tired. Satoru then remembers that there are nine Kirarin Animals, meaning that they've rescued the last one. Komugi and Iroha are extremely glad, while Mayu's happy her wish to save the animals has come true. Iroha also has Satoru join in on the celebration, which also excites Mayu. Komugi is also happy that her wish for everyone to become friends has come true too and howls towards the mountains.
Meanwhile, inside of a shrine, a masked wolf sits and howls, its red eyes glowing in the darkness.
